FINAL REPORT ON THE CONDUCT OF THE
ELECTORAL PROCESS FOR THE PARLIAMENTARY
ELECTIONS1, JUNE 28, 2009
Introduction
The Albanian Helsinki Committee (AHC) is the first
non-governmental organization founded in Albania. It was founded
on December 19, 1990, as the Forum for the Protection of
Fundamental Human Rights and Freedoms and was registered by
decision No. 17/1 of the Ministry of Justice. On March 22, 1992,
the organization adhered to the International Helsinki
Federation for Human Rights, assuming the name it holds today.
Upon approval of the law On non-profit organizations, AHC was
registered with the Tiranė District Court.

The Albanian Helsinki Committee conducted the
observation of the June 28, 2009, elections, activating
150 monitors accredited by the CEC. The monitoring was
made possible also thanks to support from the American
Embassy in Albania, spreading mainly in 8 counties of
the country: Tiranė, Gjirokastėr, Fier, Durrės, Elbasan,
Shkodėr, Vlorė and Kukės. The monitoring did not focus
only on Election Day and the vote count. It involved
different aspects of the electoral process. On Election
Day, about 700 VCs were monitored in all of the
mentioned counties.

TRAININGS
Training of observers of the June 28, 2009,
parliamentary elections

In the context of monitoring the parliamentary
elections of June 28, 2009, the Albanian
Helsinki Committee (AHC) trained 60 observers
that will be engaged in monitoring the different
electoral aspects and election day in Tiranė and
Durrės.
The
training of
the AHC
Long Term Observers
27.05.2009
During the period April and May 2009, AHC undertook some
training sessions for its long term observers. On 24
April 2009 the training was held on Tirana with long
term observers of Tirana and Durres. On 9 May 2009 was
held the training in Elbasan for the long term observers
of Elbasan and Korca city. On 14 May was held the
training in Fier for the long term observers of Fier,
Gjirokastra and Vlora and on 16 May 2009 was held the
training in Shkodra for the long term observers of
Shkodra and Kukes.
