Terms of Reference
Position: Project Coordinator
Project: Observance of the rights of Albanian Emigrants and
returned Persons
Duration: 10 months
Starting Date: From 1 July 2006 30 April 2007

General Functions
Under the general supervision of the Executive Director, the project coordinator
will be responsible for the overall management of the Project: Observance of
the rights of Albanian Emigrants and Returned Persons. The incumbent will be
responsible for the following tasks:

Coordinate and
manage all the activities of the project ( from narrative and financial
point of view)

Liaise with the
Governmental Counterparts, establish and coordinate joint working groups.

Set up the
group of AHC experts and organize meetings with different Stakeholders.
Liaise and communicate with other interested structures to share and
coordinate the work for the protection of the rights of Albanian Emigrants.

Organize the
training activities, contact and communicate with the respective trainers.

Collaborate
with the Lawyer for maintaining and updating the inventory of the legal acts
both electronically and in hard copy.

Setting up a
call line for the public. Coordinate with the lawyer for the assistance to
be provided to the clients.

Liaise and
communicate with the media for public awareness.

Organize,
coordinate and participate in the monitoring missions in several border
crossing points in Albania. Drafting the reports as relevant.

Draft all the
monthly, quarterly and annual reports for the AHC and the donor. Keep
regular contacts with the donors.

Participate in
the activities organized AHC and other partners in this field and report as
relevant.

Coordinate and
Work on the relevant publications, brochures or informative materials as
required by the project.

Translate any
relevant material from English to Albanian or vice verca as required.

Perform other
related duties as maybe required.
Qualifications and Experience:
Education: Higher Education, preferably Law. Postgraduate studies will be
an advantage.
Work Experience: At least, three years of work experience with NGO or
state institutions in related areas. Knowledge of Legislation on Migration and
Human Rights Instruments and the work experience with International
Organizations will be an asset.
Language: Fluency in English language with very good report drafting
skills.
Professionalism: Able to work in team, under pressure and coordinate
different activities in parallel. Very good communication skills and able to
deal with the clients in receiving their complaints to be forwarded to the
lawyer.
