PRELIMINARY REPORT ON THE PROGRESS OF THE GENERAL ELECTIONS PROCESS OF JULY 3, 2005 IN ALBANIA

MORE ATTENTION SHOULD BE PAID

TO THE USE OF VIOLENCE BY POLICE

In the independent newspaper "Koha Jone" dt. February 25, 2002 upsetting data were reported about the use of violence by police in the town of Rreshen (northern Albania). Many cases of maltreatment of the citizens by police are mentioned, at the damage of young and old people as well. It is not a writing in general terms, concrete examples are described.

The AHC has expressed its concern more than once regarding the use of violence by police. We have not to do with isolated cases, it is a problem on a lager scale all over the country. The authorities were called on to pay due attention to this phenomenon and to take appropriate measures to put an end to it and to bring before justice all those responsible for abuse of power.

The AHC invites the relevant authorities to make the necessary verification of all these cases. Transparence is needed about the facts and public opinion should be informed about the measures taken in this regard.
