Integrated
border management, treatment of foreigners and the
respect of human rights

Border& Migration Police in collaboration
with the Albanian Helsinki Committee organized a round
table with the theme Integrated border management,
treatment of foreigners and the respect of human
rights.
The purpose of the meeting is to present
the actual situation of the border management, problems
faced these days, respect of human rights, challenges
and the objectives for the future.
On the focus of the Border&Migration
Police is the implementation of the strategy For the
integrated border management together with the action
plan (in revision); the improvement of the legislation
for foreigners, the implementing of the strategy For
migration and its action plan, fulfillment of the
international standards For the pre-screening of the
foreign citizens, and the implementation of the
readmission agreement signed with the European Union.
Although
the legal reform, object of discussion in the round
table are the measures taken for the establishment of an
efficient structure and giving a higher autonomy to the
Border& Migration Police based on the recommendations of
the EU for the integrated border management and its best
practices; upgrading of the collaboration on regional
and international level; creation of the necessary
infrastructure for the implementation of the agreement
with EU, creation of the accommodation facilities in
transit centers in the main border crossing points,
measures taken for the control of the foreigners in the
territory.
The
respect for the freedom and rights of the Albanian
citizens, foreigners and persons without citizenship in
the border crossing points, human and with dignity
treatment of the victims of trafficking of human beings
is an issue discussed in the round table.
A partly the achievements in this field,
there is much to be done, to reach the mid-term and
long-term objectives for a better management of the
border, respecting of the human rights and facilitation
of the free movement of people.
Periodical monitoring missions of the
border, informing and sensibilisation of the citizens
for their rights, capacity building of the personnel of
the border police relating the treatment with respect
and dignity of the citizens and readmitted persons
according the readmission agreement etc, are important
elements in the work of the Border&Migration Police and
the monitoring human rights organizations.
In this meeting are invited
representatives of the Ministry of the Interior,
Directorate of the Border &Migration Police,
international organizations, foreign embassies, and
representatives of human rights organizations and
organizations that offer services in the field of
treatment of foreigners, migrants and asylum seekers.
