Further training of the basic level staff in
Lezha pre-trial detention

On 9-10 November 2006, in
the premises of Lezha pre-trial detention,
Albanian Helsinki Committee (AHC) organized the
second working session focusing on the training
offered to the basic uniform staff of the
internal regime of this institution. This is
part of the overall training that AHC is
realizing during 2006-2007 with the
administration of the Lezha pre-trial wing. The
overall goal with this activity is to make Lezha
pre-trial a model of good management of the
pre-trial system in Albania.
The specific objectives of this working session
to contribute to a better implementation of
international standards and internal pre-trial
regulation in the daily work of the basic role
staff; to provide them with a right
perception on dynamic security and creating a
safe atmosphere in the pre-trial institution,
keeping the balance between security, justice
and control as well as better management of the
difficult situations. The experts Jan van den
Brand and Cees Boeij, both General Governors in
the Dutch Prison Service with a long relevant
experience were invited to provide this
training. AHC was represented by Mrs. Edlira
Papavangjeli, Programs Coordinator.
More concretely, four were
the main topics where this working session
focused namely security and safety in pre-trial
facilities, how do we prevent and manage grave
situations in the pre-trial institution like
suicides, aggression, violence, escapes, hunger
strikes of the pre-trial detainees etc.,
monitoring, inspections, internal and external
control of the institution and last but not
least request and complaint mechanism and
disciplinary measures.
As a result of the working group discussion on
these topics and case studies, AHC and its
experts presented the participants with specific
recommendations which will be made known to the
GDP as well. Therefore, Lezha pre-trial
institution is putting a lot of efforts to
create not only a secure but a safe environment,
nevertheless, work should continue in this area
to improve the situation and ensure the right
balance between security, control and justice
and above all provide a safe and good climate in
the pre-trial facilities. Clear written short
protocols should be available for everyone
working in the pre-trial on grave incidents
mentioned above. Laws and respective regulations
of the institution provide guidance on actions
in such cases but still handy protocols will be
much better for everyone from the basic to the
highest position to what, how, when and where to
act and with which disciplines/bodies/persons to
cooperate. Concrete true case studies were taken
for analysis which could serve as models for
their work in the future in management of
challenging situations. Forty basic role uniform
staff were trained on these topics and based on
their feedback on the outcomes of the training
they appreciated this training as very useful
and concrete for their work. AHC, its experts
and the participants decided on the three topics
for the coming sessions which will be organized
next year.
This working session was realized in the
framework of the AHCs project A Human
Rights Approach to Pre-Detention
Management financed by the Human
Rights and Democracy Fund, State
Department, USA.
Participatory techniques were used in
handling all the topics, practice and
theory were successfully combined and
translation of the international and
best practices to the Albanian reality
was part of the methodology used in this
session. The manual used for the session
was Making Standards Work (MSW) and
audio-visual materials were widely used
throughout the session as well as
concrete case studies.
