Training of AHC Observers and Correspondents

“The study of penal decisions and monitoring judicial processes on juveniles in district courts”[1]

 

 

In the context of the implementation of the project „Respecting the highest interest of the child – an obligation for all”, AHC organized on 22 September 2006 a training session for AHC observers and correspondents regarding the study of final penal decisions on offences committed by juveniles for the year 2005 and half of 2006.

 

The training offered the methodology of the study of final penal decisions and of monitoring judicial processes involving juvenile perpetrators.

 

Participating in the training were several jurists and Law School students, selected in the districts covered by the study and correspondents of the districts of Tiranė, Korēė, Vlorė, Gjirokastėr, Shkodėr, Elbasan, and Fier.

 

The training involved an overview of AHC's activities, the specific objectives of the project to be implemented, and the study to be undertaken during the coming months.

 

A number of legal and practical aspects issues were addressed. The legal issues addressed were the implementation of article 6 of the European Convention for Human Rights on a fair legal process, penal procedural principles, juvenile rights in a penal process, „best practices“ from Albania and abroad, etc.

 

A series of instructions were also given during the training regarding the practical part of the monitoring, study, and reporting. A questionnaire was prepared for experts and correspondents, including all issues to be monitored during the process.
