Albanian Helsinki Committee encourages respect for emigrants’ rights in accordance with European standards

 

The Albanian Helsinki Committee (AHC) is an organization with a long experience in monitoring respect for human rights, noting violations and referring them to responsible state institutions, offering relevant recommendations for better respect of human rights and standards for a state governed by the rule of law. AHC’s mission includes respect for the rights of Albanian emigrants wherever they are.

 

In this context, AHC began the implementation of the one-year project “European standards and respect for emigrants’ rights.”

 

Our two main objectives through this project are:

 

- Protection of the rights of Albanian emigrants, persons returned from third countries, and persons without a citizenship in the context of the Readmittance Agreement;

- Monitoring steps and progress made toward fulfilling objectives for Albania’s European integration in the areas of emigration policies and border management.

 

The report on monitoring progress of measures undertaken by responsible state institutions will ensure an open and transparent process to the general public, while identifying shortcomings, problems, challenges, and recommendations to resolve them. Furthermore, the monitoring report will increase the awareness of different interest groups with regard to issues of legal migration and border crossing.

 

The project will include monitoring of respect for Albanian emigrants’ rights, citizens returned from third countries and persons without citizenship from actions by Albanian state institutions or relevant institutions of the relevant country bordering with Albania; we will contribute to increasing access by human rights violations’ victims to defense mechanisms of human rights; we will also monitor the Stabilization-Association Agreement in the area of border management and migration policies, and will also offer concrete recommendations to improve drafted laws to encourage legal migration in accordance with international human rights standards.

 

Another objective of the project is to enhance cooperation with other human rights organizations in the country and in the neighboring countries through the establishment and strengthening of cooperation networks. An important part of this initiative will be the continuation of AHC’s cooperation with the Greek Helsinki Monitor to monitor respect for Albanian emigrants’ human rights and their violations, particularly on the Albania – Greece border, and to follow cases in the Strasbourg Court.

 

This initiative is made possible through the financial support of the Norwegian Helsinki Committee and will be implemented in close cooperation with the main actors active in this area and other sister organizations in other countries.
