Feedback on the monitoring conducted at the
cross-border points

In the context of the
project “Respecting the migrant and returnee
rights”, on the dates 29-30 January 2007, a
monitoring tour was arranged at the cross-border
points of Vlora (Harbour) and Himara,(Harbour).
At the Cross- border Point
of Vlora Harbour, meetings were held with the
Commander of the C. B.P of the Harbour.
As regards the
infrastructure, this point didn’t have a good
infrastructure. The Border Police at the harbour
had an available van, but there was lack of the
adequate facilities to interview the returnees.
At this border point, IOM
had donated a container that was supposed to
serve for interviewing purposes and for the
temporary accommodation of the migrants and/or
returnees returned based on the readmission
agreement of the asylum-seekers, but actually
this container was used as an office, in the
conditions of the lack of adequate facilities
for the police.
The police staff was not
sufficient and they worked extra hours. It is
worth mentioning the fact that most of the
inspectors and the other police staff were
females and they conducted the interviews in
cases of the returnees.
The returnee rate from the
Italian police was very low, about 25-30 persons
per month. They are interviewed form the border
police officials, checked and registered through
TIMS system, and later on escorted to the
district police station for further
verifications when this was needed. At the
police station the fingerprints were taken and
then contacts were established with the district
police stations about the residence of the
returnees. But the people who had no previous
criminal records were allowed to go to their
residence whereas the people, who had previous
criminal records, underwent further leg
procedures.
The border police had very
close cooperation with the Italian mission
Interforza, with the help of which the
verification of all the people and the
prevention of illegal trafficking was made
possible.
At the Harbour of Himara a
meeting was held with the chief of this
cross-border point. There was no trafficking in
persons at this point. The ferry line that was
in operation with Greece had not been operating
for one year. There was only goods
transportation at this harbour.
In conclusion of the
monitoring, the representatives of the Committee
drew some recommendations:

Negotiating for the
creation of adequate facilities of work for
the border and migration police officials.

Considering the
possibility of adapting one room for the
treatment and interviewing of the migrants
and returnees.
