Albanian Helsinki Committee Contributes
to a
human management of Albanian Prisons
Aiming at the improvement of the
observance of the rights of the remand prisoners
and prisoners, empowering penitentiary
administration with knowledge on human rights
issues and management standards, the Albanian
Helsinki Committee (AHC) in cooperation with the
Albanian Ministry of Justice and the General
Directorate of Prisons, starts the
implementation of the program ‘Managing Prison
in a Humane Way’.
Main objectives of the program
are:
a) Development of a complete
recruitment system of prison administration
from basic to further continuous training
(with special focus on the newly opened
penitentiary institutions);
b) Strengthening management
and functional capacities, the basic and
further continuous training programs of the
Training Center of Prisons (TCP);
c)Training of the high
management prison staff, as well as the
group of trainers from the local prisons
administration;
d) Increasing the managing
capacities of the high management prison
staff, of the newly opened prison
institutions such as Fushë-Kruja, Korça and
Vlora institutions.
To successfully fulfill this
initiative it is of great importance to ensure
the commitment, good will and the concrete
involvement of the Ministry of Justice, General
Directorate of Prisons, especially of the
relevant sectors and other penitentiary
institutions in all the planed activities of
this program. These institutions will be the
direct beneficiaries of all the services offered
by this program.
During the program’s
implementation precious contribution will be
provided by the Dutch Agency for Correctional
Institutions experts with long experience in
this field, as well as international experts,
Albanian Helsinki Committee (AHC) experts,
academics and experts form practice. The
Albanian Ministry of Justice, especially the
General Directorate of Prisons and other
penitentiary institutions will offer their
complete capacities and support during all this
process.
This program will be implemented
within a period of 18 months and it is
financially supported by European Commission
Delegation in Tirana, in the framework of the
CARDS 2004 projects. The total contribution of
this program is 478.198 Euro out of which
411.250 Euros is accorded by the European
Commission.

The Albanian Helsinki Committee
(AHC), the very first non-governmental and
non-profit organization, in its mission has the
protection, the education and sensitization of
the public and state organs for a better
observance of the rights and fundamental
freedoms of the individuals in Albania. One of
the main priority fields has been and still
remains the observance of the rights of the
remand prisoners and prisoners and their
treatment in accordance with the international
standards and the Albanian legislation in power.
