Project Title: For a better respect of juveniles and women’s rights in penitentiary institutions

Why there is a need for intervention in the area of juveniles and women treatment in the penitentiary institutions:

The Albanian Prison Administration is undergoing changes. Based on its hands-on experience in monitoring closed institutions all over Albania, AHC revealed an appalling situation regarding the observance of Human Rights standards during all these years especially in pre-trial detention centers at the police commissariats. The treatment of juveniles and women especially in pre-detention centers at the police commissariats does not meet the international accepted standards. There is little awareness and sensitivity from the staff regarding these issues and little or no experience in management of such treatment programs and lack of managerial skills to handle such situations. There is also lack of policies and strategies targeting both juveniles and women in closed institutions as well as lack of enforcement of the legal and sub legal acts in their everyday work.

 

The overall goal of the project is to contribute to the process set in motion by the Albanian government, in particular the Albanian Prison Administration, to establish accepted approaches to the treatment of juveniles and women in penitentiary institutions, to guarantee that human dignity and personal safety of these categories of persons deprived of their liberty are respected;

 

The objectives of the project:

  • To facilitate and support the process of the improvement of training curricula of the Training Center of Prisons with particular focus on two modules, one for juveniles and one for women;

  • To ensure that these curricula will be an indispensable part of the prison officials basic training at the TCP from the moment of recruitment;

  • To set up a core team of trainers coming from different penitentiary institutions by means of a better training curricula and providing them with further training skills on juvenile and women, drug addicts’ issues and treatment.

The main strategies for the project implementation are the following:

  • Training of penitentiary administration through a train the trainers program on juveniles and women related issues;

  • Support to the process of transforming the Training Center of Prisons into a contemporary sustainable training center for prison officials through curricula improvement;

  • Monitoring the law enforcement from the part of penitentiary administration in pre-trial detention centers and prisons;

 

The expected results:

  • 23 professional train the trainers on issued of juveniles and women in closed institutions;

  • A training module for juvenile and women related issues for the Albanian local trainers;

  • Modules which will be part of the TCP training curricula for the basic and middle management training of prison officials;

 

The Albanian Helsinki Committee assures the anonimousity until the moment when the person desires to publish his data
