Albanian Helsinki Committee trains its own trainers for the local elections of February 18, 2007

In order to monitor the local elections of February 18, 2007, the Albanian Helsinki Committee accredited 150 long-term observers who are going to monitor the pre-election process aspects, the electoral campaign, the voting process and the vote counting in Tirana, Durrės, Fier, Gjirokastėr, Korēa, Shkodra, Vlora and Elbasan and in some communes of the country as well.

 

Following the observer accreditation from the CEC, on January 27, 2007, AHC conducted their training related to such issues as: the Electoral Code and its changes, the CEC guidelines, the methodology of the monitoring of the pre-election and election process, the observance of the Code of Conduct, the reporting manner. Part of the training was the observer role, his/her qualities, the way the complaints are submitted to the Commission, when needed and the reporting of the monitoring outcome.

 

In the pre-election process, AHC shall monitor aspects that are related to the vote exercising such as: the declaration of the preliminary and the final lists, the list verification and their correction, citizen information about the lists and the manner of their correction, the selection of the polling stations, the setting up of the Zone Electoral Commissions (ZEC-s) and the counting groups and the training of the members, the observance of the electoral silence and the Code of Conduct. In particular, the Albanian Helsinki Committee observers will focus their attention on the monitoring of the voting process and the vote counting.

 

Based on the data collected from the monitoring, AHC, depending on the case shall come up with releases or shall address the problems of the relevant institutions and following the conclusion of the voting process shall pronounce on the electoral progress and the level of the observance of standards for free, fair and democratic elections.

 

Representatives of the monitoring mission of OSCE/ODIHR present in Albania to monitor the 2007 electoral election were invited and participated in this training.
