Assisting the General Directorate of Prisons on a better human resource management[1]

On 21-23 November AHC organized a workshop on drafting some job profiles of some positions in the penitentiary institutions as well as on models of oral interviews and written tests for people to be recruited in the penitentiary system. This workshop worked on these concrete assignments with the final aim to help the prison system and especially the human resource sector at the GDP improve the recruitment system as well as the existing job descriptions. The Albanian working group was made of persons responsible for human resources management at the GDP, governors and other high and middle management representatives of the GDP.

The Albanian working group was assisted in this process by experienced international experts in this area such as Mr. Cees Boeij General Governor of Dutch prisons, Mr. Frank Borst, Deputy Director of the Netherlands Training Center of Prisons and Mr. Jan van den Brand, General Governor of Dutch prisons who also moderated this workshop.

The Albanian working group was presented with the STAR method[2] of oral interviews for potential candidates to be recruited in the prison system in the Netherlands. The STAR method helps the interviewer avoid the wrong questions as well as determine whether the potential candidate is the right person for the position applied[3] by gathering information from the potential candidate on situations of his previous experience, tasks s/he has performed, concrete activities carried out and the results achieved. The Albanian working group already practiced this method through role play interviews. Participants were also introduced with the whole selection procedure including all the tests and interviews done for this purpose.

Another very important topic treated in this workshop was the presentation of the job profiles models of different positions in Dutch penal institutions. Experts presented the main format of the job profile which includes the aim of the work in the prison organization, personal general data, concrete position in the organization, an overview of the expected results, limits of the position’s mandate etc. The Albanian working group worked out three formats of this kind for the position of a prison governor, head of prison police in a prison and head of human resources at the GDP[4].

 

Participants highlighted that these formats have several advantages compared to the current ones and enables the human resources personnel to highlight the appropriate competences of each potential candidate for the position they apply. In addition, these formats will make it possible not only have a clear overview of the position, its duties and responsibilities but above all of the expected results which will serve as indicators for the annual evaluation of each member staff performance in the prison organization.   

The next assignment for the Albanian working group on human resources issue is to draft other job profiles in this format for the other positions in the prisons and use the competences part in the announcements of the vacant positions they will do in the future.
