Participation in voting is an expression of democracy

On Sunday, September 23, 2007, a parliamentary by-election will be held in constituency 31 of Tirana. Until yesterday, the training of VCC (Voting Center Commission) members remained problematic. This resulted not only from the delayed setup of VCCs, but also from failure of members to present themselves on the day of the training. The CEC rightfully drew attention to this fact.

 

The Albanian Helsinki Committee also expresses its concern for the failure to establish, in time, the vote-counting groups. They need to be trained appropriately as well.

 

Based on some partial polls in constituency 31, AHC observers found that a considerable number of voters had not acquainted themselves with the voter lists although they had been posted in the respective voting center locations.

 

AHC deems it necessary to emphasize that although elections will be held only in one constituency, they bear their own importance and, in that sense, they should be viewed with appropriate seriousness. The issue is the goal to achieve the required standards.

 

The Albanian Helsinki Committee calls upon electoral subjects to contribute to the overall conduct of the electoral process and avoid interventions into the legal activity of electoral commissions and vote-counting groups.

 

AHC also calls upon the voters of the constituency to turn out in as great numbers as possible for the vote, thus exercising their constitutional right.
