Report on the assessment mission on human
resources management in the Albanian
penitentiary institutions [1]
On 24-25 July 2007, Albanian Helsinki Committee
(AHC) organized an assessment mission on human
resources management in Albanian penitentiary
institutions. The overall goal of this
activity is to aim at the improvement of the
management situation of the human recourses,
including recruitment procedures of the new
staff and their training.
The specific
objective with this particular activity was to
assess the situation of the three components:
management of human recourses, recruitment
procedures of the new staff and the training
system for the prison administration personnel;
to reach conclusions and recommendations for the
improvement of the present situation. Therefore,
a series of interviews were realized with the
Deputy Minister of Justice, Mr. Eduart Halimi,
the Director General of Prisons, Mr. Saimir
Shehri, high representatives of human recourses
directorate, training section, legal and social
issues directorate, prison police directorate at
the General Directorate of Prisons, as well as
high managing staff of the local penitentiary
institutions such as prison St. ‘Jordan Misja’,
St. ‘Mine Peza’, Vaqarr, Prisons Hospital Center
in Tirana.
Mr. Jan van den
Brand and Mr. Jacques van Huet, experts form
Dutch Agency for Correctional Institutions, Ms.
Edlira Papavangjeli, Program Manager were
involved in this assessment mission.
A written report of
this assessment mission will be available soon
for the Ministry of Justice and General
Directorate of Prisons and all respective
directorates and local institutions involved in
this mission. Nevertheless, it is worth to
highlight that despite of the adequate legal
framework and procedures which regulate human
resources management in penitentiary
institutions which, at the same time, aim to
guarantee an objective selection of persons
working in these institutions at the central and
local level, still there is a need for more
qualitative criteria to ensure successful
selection of penitentiary staff; there is a need
to analyze how much power/mandates will be given
to the local institutions with regard to HR
management; in addition, there may be a need to
apply the civil servant status for all
penitentiary staff at the local level as it is
already applied at the central level; there
should be effective mechanisms for a better HR
management and a structured communication
between local institutions and headquarters;
there is a need for a strategy paper for the
Training Center of Prisons, a more effective
planning of training for the newly recruited
staff and better curricula.
This mission will
be followed by a workshop on Human resources
policies to be organized in October 2007.
