Workshop on human resources policies in the albanian prison System[1]

On 15-17 October 2007, Albanian Helsinki Committee (AHC) organized a workshop on human resources management in Albanian penitentiary institutions. The overall goal of this workshop was to built up policies and strategies used for the development of human recourses in the penitentiary organization like the GDP and local institutions.

The specific objectives with this particular activity was to present principles and models of policies of staff development and career development of prison staff as well as to present the benefits of such policies/strategies and procedures with the aim to build a stable and sustainable organization in terms of human resources and the overall function of all the organization.

 

High managing staff in the General Directorate of Prisons, especially human recourses directorate, training section, legal and social issues directorate, police directorate, as well as high managing staff of the local penitentiary institutions participated in this activity. 

 

The two international experts involved in this workshop were Mr. Jan van den Brand and Mr. Jacques van Huet, experts form Dutch Agency for Correctional Institutions. Ms. Edlira Papavangjeli, Program Manager, moderated this activity.

 

Experts provided the participants with a clear concept of Human Resources and most important its main universal principles which guide the approach towards issues like staff planning and its development, career in penitentiary institutions, the structure in the organization etc. A concrete Dutch model on recruitment procedures[2] was elaborated in the workshop which ensures quality in addition to the objective criteria of recruitment set in the Albanian legal framework. Furthermore, experts explained participants a model of a list of competences used in the recruitment process of staff working in penitentiary institutions. A considerable part of the work of the participants was done with regard to the competencies needed for the three levels of management in the prisons, that is, high, middle and role base staff. The outcomes of the working group will set the base for the workshop on drafting the function profile of different positions in the prison which will be organized in November by AHC. The participants assessed this workshop as very useful for the changes needed to be done in the way human resources are managed in the Albanian prisons system.

 

The participants set out the priority issues with regard to the human resource management which you can find below.

 

Albanian prison system should develop:

 

  1. adequate procedures for the recruitment of prison staff which should ensure good quality of staff working in prisons;

  2. adequate basic training of newly recruited staff by the training center of prisons;

  3. good training for the management teams in the prisons so that they are able to take further mandates;

  4. procedures for the protection of staff, providing opportunities for staff career;

  5. good and acceptable working conditions for the prison staff.
