Albanian Helsinki Committee trains its observers for the parliamentary by-election of September 23, 2007

 

 

The Central Election Commission accredited 20 longterm observers of the Albanian Helsinki Committee who will observe the voting and vote-counting process in the parliamentary by-election for constituency 31 in Tirana, which will be held on September 23, 2007.  

 

Following accreditation by the CEC on September 19, 2007, AHC conducted their training regarding issues such as: the electoral code and its amendments, CEC instructions, the methodology of observing the election process, and the method of reporting. Part of the training was also the observer’s role, his/her characteristics, the way in which remarks should be presented to the commission when needed, and how to report observation results.

 

Observers of the Albanian Helsinki Committee, in particular, will focus their attention on monitoring the voting and vote-counting process.

 

Based on data collected from observations, AHC, on a case-by-case basis, will issue statements or address problems with relevant institutions and, upon conclusion of the election process, will declare itself about the process of elections and the level in which standards for free, fair, and democratic elections were respected.

The Albanian Helsinki Committee assures the anonimousity until the moment when the person desires to publish his data
