AHC FINALIZED THE TRAINING SESSIONS IN LEZHA PRE-TRIAL INSTITUTION

On 31 May – 1 June 2007, in the premises of Lezha pre-trial detention, Albanian Helsinki Committee (AHC) organized the fifth and final working session[1] focusing on working out protocols on some serious situations, drafting special daily programs for different categories of pre-trail detainees with a special focus on minors, offering suggestions to the labor projects to the working group in Lezha prison. During this activity the overall written evaluation was conducted with all the participants in the previous training sessions. The targeted group was the middle and high management staff of pre-trial wing including here all heads of civil and uniform staff and all representatives of the education sector of this prison[2]. The experts Jan van den Brand and Cees Boeij, both General Governors in the Dutch Prison Service with a long relevant experience were invited to provide this training. AHC was represented by Mrs. Edlira Papavangjeli, Programs’ Coordinator who moderated this activity.

 

Experts brought models of written protocols on certain serious situations in pre-trial detention facilities and prison such as protocols on integrity, suicide, infectious diseases etc. They explained the advantages of having such clear and transparent protocols for all the staff in penitentiary institutions and what could be modified for Lezha institution. A considerable time of this training seminar was devoted to enriching the existing daily and weekly programs of Lezha pre-trial wing and making it flexible to the needs of special groups such as minors. Recommendations on different types of programs as integral part of the daily and weekly programs were presented by the experts. Participants drafted in working groups one type of protocol which will be used in Lezha institution in cases of various situations concerning suicides. In addition, working groups worked on drafting three different proposals for an improved daily program in Lezha institution which were discussed and commented by the experts.

 

Upon the request of the high management team of this institution the second day focused on a thorough analysis done by the experts using SMART and SWOT instruments on two labor proposals drafted by a working group of this institution. They were provided with knowledge and skills in evaluating such proposals even in the future to make them specific, measurable, acceptable, realistic and time limited.

 

Based on the written evaluation of all training seminars conduced in a period of one year in Lezha pre-trial wing with the basic uniform staff, around 80% of the participants evaluated these seminars as very profitable for their work. They all considered these seminars as good opportunities where practice was inter-correlated very well with theory. They all expressed that they have benefited a lot from all these training sessions in their daily work and were of the opinion that such training should be part of their further capacity building in the future.

[2] With this session AHC finalized the overall training that AHC realized during 2006-2007 with the administration of the Lezha pre-trial wing. The overall goal with this activity was to make Lezha pre-trial a model of good management of the pre-trial system in Albania
