The AHC’s main mission is the observation of respect for
the freedoms and rights of citizens and the reaction to
violations for the purpose of their reinstatement;
sensitising citizens about the protection of their
freedoms and rights; improving legislation and the
practice of law enforcement through opponence and
recommendations in the phases of the drafting of laws as
well as of their enforcement.
Support
provided to the process of opening the new
penitentiary institutions in Korça and Vlora
On 25-27 February 2008 and 11
April 2008 AHC together with its experts Mr. Jan
van den Brand and Mr. Jacques van Huet organized
two working sessions with the high leading staff
of the penitentiary institution in Korça and the
Pre-detention Institution in Vlora. During these
working sessions were offered support and a good
practice for the opening and well functioning of
these institutions. Part of the sessions was
also getting to know the participants with a
manual for the implementation of the regime in
the institution and the advantage of drafting
this manual for the penitentiary institution.
The working groups of the institutions are
working for drafting these written procedures
which will help for a well-functioning of these
new penitentiary institutions.
