The observance of the pre-trial detainees’
rights needs the Government and the Ministry of
Justice’s intervention

According to the present
situation in the pre-trial detention facilities,
Albanian Helsinki Committee sent a letter to Mr.
Sali Berisha, Prime Minister, Mr. Enkelejd
Alibeaj, Minister of Justice and to Mr. Lulëzim
Kodra, Deputy Director General of Prisons about
certain issues raised in the last AHC monitoring
missions in the pre-trial detention facilities
and prison hospital center under the dependency
of the General Directorate of Prisons.
In this letter certain issues are
treated raised in the monitoring missions held
by AHC during the period of November-December
2007, in the pretrial detention facilities and
prisons, respectively in Berat, Vlora, Kruja,
Tropoja, Korça, Peqin and Prison Hospital
Center.
The objective of these monitoring
missions was to observe in the field the
treatment standards of the pretrial detainees
and prisoners, the observance of their rights in
general, with particular focus on the treatment
of the juveniles and women in penitentiary
institutions, in view of the recommendations of
the national and international monitoring
institutions, including European Commission for
the Prevention of Torture and Inhuman or
Degrading Treatment or Punishment (CPT)
