In the context of sensitizing and increasing capacities of justice and police employees for the implementation of recommendations by the European Commission against Racism and Intolerance (ECRI) presented in its III report on Albania 2005, the Albanian Helsinki Committee, in cooperation with the Magistrates’ School, the General Directory of State Police, and ECRI, during February 18-19, 2008, conducted two training sessions: one with judges, prosecutors, and Judicial Police officers, and another one with State Police officers.

In both training courses, some of the following issues were addressed: ECRI recommendations and Albanian legislation in the area of racial discrimination and intolerance; ECRI recommendations on the judicial system, police, and law enforcers; the role of police, prosecutors, and judges in preventing and fighting against racism, intolerance, and discrimination, and problems of practice in Albania.

Participating in the training were police officers, prosecutors, Judicial Police officers, coming from districts in which there are concentrations of the Roma minority and the Egyptian community.

The training was offered by Ms. Sarah Burton, jurist at the General Secretariat of the ECRI, Ms. Vasilika Hysi, Executive Director of AHC, and ECRI member Ms. Suela Mëneri, jurist, legal representative at the Ministry of Foreign Affairs.

Participants expressed appreciation for the training in terms of novelties it offered in the theoretical and practical areas, the treatment of practical cases, and the professional expertise offered.

Regarding the above, AHC thanks ECRI, the General Directory of Police, and the Magistrates’ School, for the cooperation in realizing these training programs, as well as CORDAID for supporting the activity of AHC in the areas of discrimination and intolerance.
