For citizen-friendly health and social services

In the context of its mission to protect and
respect human rights, AHC began the monitoring
of respect for citizens’ rights at some health
institutions of primary care, psychiatric
hospitals, orphanages, and some regional
hospitals. During January and February, 2009,
AHC monitored the primary health care services
in the areas of Bathore and Babrru, health
services at the regional hospital of
Gjirokastër, psychiatric hospitals and community
centers in the districts of Vlorë, Elbasan,
Shkodër, and Tiranë.
AHC’s observations focused on monitoring the
rights of patients and orphan children in these
institutions, the quality of offered health and
social services, of rehabilitating programs,
relations between the health care staff and
assisting staff with patients and orphan
children, supplies of medicaments, the situation
of physical and infrastructure conditions in
general, the quality of food, corruption cases,
etc. In order to ensure an objective and
transparent assessment of the situation, AHC
observers, including jurists, doctors,
psychologists, and social workers, held direct
meetings with the heads of these institutions,
medical and assisting personnel, patients, and
their families.
AHC presented the main problems encountered and
the relevant recommendations to the responsible
state institutions, drawing their attention to
the need to take concrete measures to verify the
encountered violations and improve the human
rights situation of patients and orphan children
in state institutions.
This AHC initiative is realized in the context
of the project “For better respect of human
rights, health and social services in Albania,”
supported financially by the U.S. Embassy’s
Democracy Commission Small Grants Program in
Tirana.
