Training uniform staff and middle managers of
Tropoja pre-trial detention institution on
creating safe climate and special care sectors
for mentally disturbed persons deprived of their
liberty in prisons

On 24
November 2009, in Tropoja pre-trial detention
institution, Albanian Helsinki Committee
together with the Dutch Agency of Correctional
Institutions organised a training seminar on
issues like creating safe climate in prisons
versus security. Participants in this seminar
were representatives of the uniform staff,
middle and high managers of this institution.
International expert from the Dutch prison
system, Mr. Jan van den Brand provided expertise
and Mrs. Edlira Papavangjeli, Programs’ Manager
at AHC moderated and contributed to this
seminar.
Creating
the safe climate for prison staff and persons
deprived of their liberty was treated in
relation with the conditions necessary set in
the house rules and services provided to the
prisoners, management of serious situations and
use of proportional and adequate force; and
communication between sectors and trained
professional staff. Last but not least two very
significant topics were elaborated such as
integrity policy of prison staff and the local
policy for prisoners and prisoners regarding
preventing, diagnosing and treatment of
infectious diseases.
Participants in this activity highly evaluated
the topics treated and the methods used to bring
these topics at a very practical and operational
level useful for their daily practice. Almost in
all the written evaluation formats of this
training, the participants requested for further
trainings provided by AHC and its international
experts for two important reasons: first, there
will be soon a reconstructed infrastructure in
this institution and assistance might be needed
in the process of building the conditions for
guaranteeing a safe climate for persons under
their care and second, this was the first
training given to a considerable number of the
personnel in this institution. At the end of the
training, certificates were given to 29
successful participants.
This
activity is realized in the framework of the
project “Together for treatment with respect for
the human rights of persons deprived of their
liberty”, implemented by the AHC and the Dutch
Agency for Correctional Institutions and
financed by the E.C. Delegation in Tirana.
