Local trainers trained the prison administration on Korça penal institution

On 15 December 2009 Albanian Helsinki Committee (AHC) undertook a follow-up mission to supervise and evaluate two local penitentiary trainers from Korça penal institution, which were trained on the treatment of juveniles on the written curricula in the Train of Trainers (ToT) program.

 

The trainers had prepared and gave very good trainings regarding the treated issues and the methodology used. More concretely they treated topics like: effective communication and the role of the personnel in the treatment of the juveniles. During the training, trainers used different methodologies based on the training manuals, by means of which they were trained to give an interactive training at the Train of Trainers activity organized by AHC.  

 

During the training were raised some important topics that had to do with the creation of a safe climate in the penal institution in Korça such as the procedures used for the disciplinary measures, the communication structure between different sectors and the necessity of the continuous trainings with the prison personnel.

 

To supervise and support this follow-up mission were Ms. Edlira Papavangjeli, Program’s Manager at the AHC and Ms. Klejda Ngjela, Project Assistant.  

 

The procedures for the disciplinary measures must be revised in order to prevent the execution of the disciplinary measure before the Disciplinary Commission[1] issues its decision. Furthermore, for juveniles the isolation measure must be used in serious cases of the rule violations and as the last resort. In lighter cases, it is advised to use first the talks with the juveniles, to call its attention and to expel him/her from joint activities.

 

The communication structure between different sectors must include all the levels of the civil and uniformed personnel, in order to discus all the issues of concern in low and high level of management of the institution. Therefore, a transparent structure of communication from bottom-up and up-bottom.

 

The necessity of continuation of these trainings in the daily work as well as the further need to improve the methodology of performing the trainings is another important issue, the implementation of which requires a concrete and continuous joint plan between sectors. This will develop further the internal capacities of the personnel and in that way will improve the treatment of the juveniles in this institution. The high managers of this institution took concrete commitment to support and stimulate these training in the future in order to be an integral part of the work plan of the institution.

 

Based on the evaluation of the training performance were given different recommendations for each trainer for the improvement of their didactical skills, training programs and the selection of the participants of the training.

 

This activity was organized by AHC and financially supported by UNICEF Albania.


 

[1] Disciplinary Commission has the competence of issuing disciplinary measures in cases of breaches of regulation and the procedure of preliminary isolation of the person is against the right procedures used in such cases.
