MONITORING OF THE JUNE 28, 2009, ELECTIONS IN
AHCS ATTENTION

The Albanian Helsinki Committee (AHC),
the first non-governmental (non-profit)
association, has monitored and will continue to
monitor periodic elections in Albania. AHC will
monitor the pre-electoral process, the election
campaign, and the June 28, 2009, elections in
order to contribute to respect for voters free
vote, the conduct of free, fair, and democratic
elections, and to further improvement of
election reform in the spirit of international
documents.
AHC is in the process of
accrediting 150 short-term and long-term
observers, including its correspondents in some
of the districts. Monitoring will mainly cover
the districts of: Tiranė, Durrės, Fier,
Gjirokastėr, Korēė, Kukės, Shkodėr, Vlorė and
Elbasan. Observers will be trained at 4 regional
training courses to be held in Tiranė, Fier,
Shkodėr, and Elbasan on the electoral code, and
the methodology of monitoring and reporting.
AHCs areas of monitoring will
include specific aspects of the pre-electoral
process and the electoral campaign, namely the
requests and complaints of citizens about the
preliminary voter lists, the announcement of
final voter lists, the registration of political
parties, equipping citizens with ID cards, the
timely training of commission members, the
timely establishment of vote counting groups,
the establishment of VCCs and the appointment of
their members within the legal deadlines. AHC
will also monitor respect for the Code of Ethics
by the political parties and their candidates;
the voting process; and the vote counting
process.
AHC will also follow the progress
of preparations for the elections and, depending
of emerging issues, it will remain in contact
with the Central Election Commission and other
domestic and foreign election monitoring
organizations.
Based on collected data and the
potential problems that may arise, AHC may make
public reactions, inform relevant institutions
and suggest resolutions of problems. At the end
of the voting process, AHC will issue a
preliminary report and, at the conclusion of the
entire election process, it will issue a final
report that will include necessary
recommendations for the improvement of the
electoral process in Albania.
