Training of observers of the June 28, 2009, parliamentary elections

In the context of monitoring the parliamentary elections of June 28, 2009, the Albanian Helsinki Committee (AHC) trained 60 observers that will be engaged in monitoring the different electoral aspects and election day in Tiranė and Durrės.

 

The training program aimed at building the monitors’ capacities for an unbiased, objective, and professional observation of the electoral process. During the training program, observers became acquainted with theoretical and practical aspects of electoral legislation, the rights and duties of observers, election administration, the establishment and functioning of EAZCs, the voter lists, the electoral campaign, the voting process and the vote counting process, etc. Observers became familiar with the Electoral Code manual, drafted by AHC experts, which addressed the most important aspects of what observers should focus on while monitoring the parliamentary elections.

Known experts, such as Mr. Niazi Jaho, constitutionalist/expert of electoral legislation and legal advisor of AHC, as well as lawyer Etilda Saliu, project coordinator at AHC, offered their expertise in the training program.

The activity was supported financially by the U.S. Embassy’s Democracy Commission Small Grants Program in Tirana.
