AHC
trains NPO representatives on legal aspects of
articles 6, 13 and 14 of the ECHR and the
jurisprudence of the ECHR

During October 15 – 16, 2009, the
Albanian Helsinki Committee, with support from
Civil Right Defenders (former Swedish Helsinki
Committee), organized the training program on
“Legal and practical aspects of articles 6, 13
and 14 of the European Convention on Human
Rights (ECHR) and the jurisprudence of the
European Court of Human Rights (ECHR).” The
event was a continuation of training programs
AHC has organized in recent years on the
European Convention and the jurisprudence of the
ECHR.
Participants in the training
program were staff and activists of non-profit
organizations such as the Center for Civic Legal
Initiatives, the Albanian Disability Rights
Foundation, Free Legal Service, and the Albanian
Helsinki Committee.
The main goal of the activity was
to increase the use of the European Convention
on Human Rights in domestic courts as well the
increase of cases addressed by the European
Court of Human Rights from these organizations.
Themes in the course focused on
articles 6 (the right to due process), 13 (the
right to effective complaint), and 14
(prohibition of discrimination) of the ECHR,
aiming not only at providing an explanation on
the articles of the Convention, but also at
presenting the jurisprudence of ECHR regarding
these articles.
The training program was
pro-active, informative, and professional,
offering a very good combination of theoretical
knowledge on the European Convention and cases
addressed by the ECHR with a view to better
implementation of such knowledge in practice.
The experts who offered their
valued contribution to this program were: Mr.
Gregory Thuan, reference jurist at the ECHR, Ms.
Elira Kokona, lawyer and expert of the Council
of Europe, Prof.Dr. Xhezair Zaganjori, member of
the Constitutional Court, and Mr. Andi Dobrushi,
Executive Director of the SOROS Foundation.
At the end of the training,
participants received the relevant certificates
for their successful completion of the course.
