Training of the employees of the penal institutions of Tepelena and Saranda on creating a safe climate

On 22-23 February 2010, Albanian Helsinki Committee (AHC) together with the Dutch Agency of Correctional Institutions (DACI) organised a training seminar in the penal institution in Tepelena on issues like creating safe climate in prisons for the persons deprived of their liberty and staff working there. In this seminar participated uniform staff as well as middle and high managers in Tepelena and Saranda penal institutions. International expert from the Dutch prison system, Mr. Jan van den Brand provided expertise and Mrs. Edlira Papavangjeli, Programs’ Manager at AHC moderated and contributed to this seminar.

 

In this training was broadly treated the topic of creating a safe climate for prison staff and persons deprived of their liberty. The treatment of this topic in regard to the persons deprived of their liberty was focused on the basic elements for the creation of the safe climate such as living conditions and human treatment from the staff. Regarding the personnel, this topic was treated in relation with the appropriate working conditions in order to be able to offer an efficient service and in line with the national and international legislation in this field.

 

A special section of this training was realized with the middle managers of these institutions. The treated topics were the collaboration between sectors, building an appropriate daily program, as well as the role of the middle managers in the creation of the safe climate in the well-functioning of the institution. The achievement of a balance between physical and dynamic security was another topic treated extensively in all the sessions of this training.

 

Participants in this activity highly evaluated the topics treated and the methods used to bring these topics at a very practical and operational level, useful for their daily practice. Almost in all the written evaluation formats of this training, the participants requested for further trainings extended in more days, provided by AHC and its international experts, because this was the first training ever given for the staff on these institutions.  At the end of the training, certificates were given to 15 middle managers of both penal institutions and 33 basic role employees of the penal institution in Tepelena.   

 

 

This activity is realized in the framework of the project “Together for treatment with respect for the human rights of persons deprived of their liberty”, implemented by the AHC and the Dutch Agency for Correctional Institutions and financed by the E.C. Delegation in Tirana.
