Albanian Helsinki Committee starts a one year project “For a more professional prison staff and civilised managed institutions in Albanian prison system”

Prisons are a very important public service related to the security, protection of the society and re-integration into the society of the persons under their care after their release. They should always be governed by civilian employees, appointed by a transparent and competitive procedure, responsible for the execution of the penal sentences, guarding the balance between the security rules and respect for fundamental rights and freedom of the prisoners.

The Albanian prison system has undergone in the recent years some progress especially with regard to the improvement of the recruitment procedures and basic training of the uniform staff that enters the prison system, but till now there is no on-going training practice of middle managers by the General Directorate of Prisons (GDP) which still remains an urgent need. It is even so that the majority of the middle managers of the uniform staff have not undergone any basic training for uniform staff, a course which is followed nowadays by the newly recruited staff in the prison system. Taking into account the importance of the middle managers in the prison organisation, it is of utmost importance that these employees receive an adequate training.

 

Having this need in mind, Albanian Helsinki Committee (AHC) in close cooperation with the GDP and more concretely with the Training Centre of Prisons as well as with the valuable input of the Dutch Prison Service experts already started implementing a one year project “For a more professional prison staff and civilised managed institutions in Albanian prison system”.

 

The specific objective of this project is to increase the professional capacities of the middle managers in the prison system through a training curricula designed for this purpose. Some of the main expected outcomes at the end of the lifetime of this project will be the following:

 

  • A new good practice introduced for a consolidated training and continuous training of middle manager in Albania;

  • The Training Centre of Prisons at the General Directorate of Prisons will be well oriented on the use of the training curricula for a sustainable training process of the prisons’ middle managers.

  • A complete training curriculum targeting middle managers will be available to be used for the future trainings of middle managers in the prison system.

  • A considerable number of staff from the middle managers level will be trained in six pilot institutions such as in Lezha, Vlora, Fushë-Kruja, Kavaja, Peqin and Korça with the new training curricula in place for the middle managers.

 

As the commencement of this project served a joint working session with the head of the Training Centre of Prisons, Mr. Femi Sufaj and participation and contribution of the Dutch expert in penitentiary issues Mr. Jan van den Brand and Ms. Edlira Papavangjeli, Programs’ Manager at the AHC, held at the GDP premises on 27 July 2010. As the result of this session, a proposal for the structure, specific topics of the curricula for the prison middle managers were drafted with a proposal time length for the realisation of this specific training program. This proposal waits for the approval of the General Director of Prisons accompanied by an working document for this purpose to be drafted by the Training Centre of Prisons.

 

This project is implemented by the Albanian Helsinki Committee and funded by the Kingdom of the Netherlands Embassy in Tirana, Albania
