PARLIAMENTARY HEARING SESSION ON RESPECT FOR CHILDREN'S RIGHTS

 

On November 21, 2006, with the initiative of the Children's Human Rights Center in Albania (CRCA), several human and children's rights organizations, including the Albanian Helsinki Committee, organized an open hearing session with the parliamentary sub-commission for juveniles and children's rights at the Parliament of Albania. The event was organized in the context of the anniversary of the Convention "For Children's Rights."

 

Problems addressed at the hearing session were: child labor, street children, violence toward children, children in conflict with the law, and children's education.

 

At this open hearing session, the Albanian Helsinki Committee (AHC) focused on problems of children in conflict with the law in general and on the need to support initiatives for justice to the benefit of the wellbeing of children in particular.

 

The AHC representative at this session, Ms. Etilda Saliu, focused on the need to support the approval of the legal package for the juvenile penal law system, the encouragement of legal reforms to envision and apply alternative measures to treat juveniles in conflict with the law, the establishment and categorization of institutions for the treatment of juveniles in conflict with the law, legal arrangements necessary for preparing sub-legal acts for children-victims and witnesses, and the allocation of funds to establish social centers for the treatment of juveniles.

 

AHC also recommended that necessary measures be taken to prevent abuse work abuse of children and violence toward them, encourage their education and the treatment of abandoned children and of those children isolated due to bloodfeuds.

 

AHC appealed once again for greater cooperation and joint initiatives for the protection of children's rights in order to have better respect for their rights in Albania.

 

At the end of the hearing session, participating organizations asked Ms. Majlinda Bregu, chairperson of the sub-commission, to hold an open annual hearing session on children's rights in Albania. Ms. Bregu pledged more support for NPO's initiatives aimed at respect for children's rights in Albania.
