AHC mission

The AHC’s main mission is the observation of respect for the freedoms and rights of citizens and the reaction to violations for the purpose of their reinstatement; sensitising citizens about the protection of their freedoms and rights; improving legislation and the practice of law enforcement through opponence and recommendations in the phases of the drafting of laws as well as of their enforcement.

Albanian Helsinki Committee starts a one year project “For a more professional prison staff and civilised managed institutions in Albanian prison system”

Prisons are a very important public service related to the security, protection of the society and re-integration into the society of the persons under their care after their release. They should always be governed by civilian employees, appointed by a transparent and competitive procedure, responsible for the execution of the penal sentences, guarding the balance between the security rules and respect for fundamental rights and freedom of the prisoners.

 

Training of the employees in the pre-detention institution in Tropoja on use of force and creating a safe climate

On 6-8 July 2010, Albanian Helsinki Committee (AHC) together with the Dutch Agency of Correctional Institutions (DACI) organised a training seminar in the pre-detention institution in Tropoja on issues like use of force and creating safe climate in prisons for the persons deprived of their liberty and staff working there. In this seminar participated uniform staff as well as middle managers in Tropoja pre-detention institution. International expert from the Dutch prison system, Mr. Jan van den Brand provided expertise and Mrs. Edlira Papavangjeli, Programs’ Manager at AHC moderated and contributed to this seminar.

 

Report on the situation of human rights at police Directorate and Commissariats, and Pre-Trial facilities and prisons

Monitoring of the observation of the rights of the persons deprived of their liberty has been in focus of the Albanian Helsinki Committee (AHC) since many years now. During the period of October 2009 - February 2010 undertook a round of monitoring missions. Monitoring was based on national and international standards, rights and regulations provided for in the national and international legislation.
At the end of this round of monitoring missions it has been drafted and published a detailed report which reflects the progress done and the noticed problems in the field during the time when the monitoring mission were held, as well as offers concrete suggestion for the improvement of the situation. Albanian Helsinki Committee realises the regional conference   ‘For the protection from discrimination’

Albanian Helsinki Committee (AHC), on 4 June 2010, with the financial support of Civil Rights Defenders (former Swedish Helsinki Committee) organised the regional conference ‘For the protection from discrimination’. This activity was realized in the framework of the project ‘Raising the public awareness for the new law on non discrimination’. The purpose of this conference was exchanging experiences in the region regarding non discrimination issue, in general, and particularly on the legal adjustment for the protection from discrimination. The structures for the control and implementation of the legislation in this field were also in focus of this conference.
