Training of the employees of the penal
institutions of Tepelena and Saranda on creating
a safe climate

On 22-23 February 2010, Albanian Helsinki Committee (AHC)
together with the Dutch Agency of Correctional
Institutions (DACI) organised a training seminar in the
penal institution in Tepelena on issues like creating
safe climate in prisons for the persons deprived of
their liberty and staff working there. In this seminar
participated uniform staff as well as middle and high
managers in Tepelena and Saranda penal institutions.
International expert from the Dutch prison system, Mr.
Jan van den Brand provided expertise and Mrs. Edlira
Papavangjeli, Programs’ Manager at AHC moderated and
contributed to this seminar.
Local Albanian trainers trained on the treatment
of mentally disturbed persons in penitentiary
institutions

On 18-21 January 2010 AHC and the expert from DACI in
collaboration with the GDP and the local penal
institutions organized the Train the Trainers activity
with the representatives of the social care sectors at
this institutions.
The objectives of this activity were: first, to train
the participants to get the appropriate knowledge on
working with mentally disturbed inmates in special care
units and second, to train the uniform staff that will
work in such sectors.

Local trainers trained the prison administration
on Korça penal institution
29.12.2009
On 15 December 2009 Albanian Helsinki Committee (AHC)
undertook a follow-up mission to supervise and evaluate
two local penitentiary trainers from Korça penal
institution, which were trained on the treatment of
juveniles on the written curricula in the Train of
Trainers (ToT) program.

On 24 November 2009, in Tropoja pre-trial detention
institution, Albanian Helsinki Committee together with
the Dutch Agency of Correctional Institutions organised
a training seminar on issues like creating safe climate
in prisons versus security. Participants in this seminar
were representatives of the uniform staff, middle and
high managers of this institution.
