Appeal by the Albanian Helsinki Committee

The Albanian Helsinki Comittee experienced with concern
the post-electoral situation created during the past two
days, due to blocking of the vote counting process in
some counties, particularly in the country of Fier.
This situation is incompatible with the right to vote
and the respect for the will of the people, whose
fulfillment represents the fundamental standards for the
conduct of elections in Albania.
PRELIMINARY REPORT ON THE CONDUCT OF THE
ELECTORAL PROCESS OF JUNE 28, 2009

The
Albanian Helsinki Committee conducted the observation of
the June 28, 2009, elections, activating 150 monitors
accredited by the CEC. The monitoring was made possible
also thanks to support from the American Embassy in
Albania, spreading mainly in 8 counties of the country:
Tiranė, Gjirokastėr, Fier, Durrės, Elbasan, Shkodėr,
Vlorė and Kukės. The monitoring did not focus only on
Election Day and the vote count. It involved different
aspects of the electoral process. On Election Day, about
700 VCs were monitored in all of the mentioned counties.
Final trainings of the newly recruited staff in
penitentiary institutions in Korēa and Vlora

On 12-13 May 2009, and on 12-14 May 2009 AHC organized
two parallel trainings targeting newly recruited uniform
staff in Korēa prison and Vlora pre detention center.
The main objective of this training was to raise the
professional capacities of the uniform staff of these
institutions by providing them with operational
knowledge on how prison should function in the daily
practice and how to provide a humane treatment to
persons deprived of their liberty.

The Albanian Helsinki Committee (AHC), on the eve of the
June 28, 2009 elections, deems it necessary to call upon
the political parties and the voters themselves to
achieve together the main goal the conduct of free and
fair elections. In that sense, political will and the
rigorous enforcement of laws are important factors for
these elections to be held with the standards required
for free and fair elections.
Respecting the rights of Albanian emigrants and
returned persons in Albania

In order to promote cooperation between state
institutions and civil society and coordination of
efforts in finding joint opportunities for improving the
situation of the rights of Albanian emigrants and
foreign persons returned to Albania, AHC on 11 June 2009
organized the round table Respecting the rights of
Albanian emigrants and returned persons in Albania.
