Appeal by the Albanian Helsinki Committee (AHC)
to the political parties

On May 28, 2009, according to the Electoral
Code, the campaign for the parliamentary
elections of June 28, 2009, begins. In fact,
political parties have begun that campaign since
several months ago, without even being
registered with the CEC as electoral subjects.
Training of observers of the June 28, 2009,
parliamentary elections

In the context of monitoring the parliamentary
elections of June 28, 2009, the Albanian
Helsinki Committee (AHC) trained 60 observers
that will be engaged in monitoring the different
electoral aspects and election day in Tiranë and
Durrës.
MONITORING OF THE JUNE 28, 2009, ELECTIONS IN
AHC’S ATTENTION

The Albanian Helsinki Committee (AHC), the first
non-governmental (non-profit) association, has
monitored and will continue to monitor periodic
elections in Albania. AHC will monitor the
pre-electoral process, the election campaign,
and the June 28, 2009, elections in order to
contribute to respect for voters’ free vote, the
conduct of free, fair, and democratic elections,
and to further improvement of election reform in
the spirit of international documents.
Identity cards and acquainting voters with
preliminary voter lists are priorities

The
Albanian Helsinki Committee (AHC), following
with attention preparation for the June 28,
2009, elections, at this phase, sees the
equipment of citizens without international
travel passports with identity cards and the
acquaintance of voters with the preliminary
announced voter lists as priorities and urgent.
The pace of electoral reform should be
accelerated

Considering that periodic elections are a
fundamental right of citizens and the fact that
parliamentary elections will be held in 2009,
the Albanian Helsinki Committee (AHC) applauds
the engagement of political forces in
cooperation and consensus to realize quickly and
successfully electoral reform – an important
element for receiving the NATO membership
invitation.
Report on the conduct of the electoral process
for the parliamentary by-election, constituency
31, Tirana. September 23, 2007
INTRODUCTION
1. The Albanian Helsinki Committee (AHC), an
organization working for the protection of human
rights, monitored the electoral process for the
parliamentary by-election in constituency 31,
Tirana.
2. AHC engaged 15 observers,
accredited by the Central Election Commission (CEC).
They received training on the Electoral Code,
the methodology for monitoring the electoral
process, monitoring the vote-counting process
and on reporting voting results.
Participation in voting is an expression of
democracy

On Sunday, September 23, 2007, a parliamentary
by-election will be held in constituency 31 of
Tirana. Until yesterday, the training of VCC
(Voting Center Commission) members remained
problematic. This resulted not only from the
delayed setup of VCCs, but also from failure of
members to present themselves on the day of the
training. The CEC rightfully drew attention to
this fact. The Albanian Helsinki Committee also
expresses its concern for the failure to
establish, in time, the vote-counting groups.

Introduction
The Albanian Helsinki Committee
is the first non-governmental organization
founded in Albania on the 19th of December 1990.
It was founded as a “Forum for the Protection of
Human Rights and Fundamental Freedoms” and
registered as such under the decision no. 17/1
of the Minister of Justice. On March 22nd in
1992, the organization became a member of the
International Helsinki Federation on Human
Rights, and took on its current name. Upon
approval of the law “On non-profit
organizations,” AHC registered with the Tirana
District Court.
