Monitoring of the July
3, 2005 parliamentary elections
As an organization
experienced in monitoring parliamentary elections, the Albanian Helsinki
Committee took the initiative to monitor the electoral process for the July 3,
2005 parliamentary elections.
The AHC carefully
monitored the most important steps in preparing amendments to the Electoral
Code, the setup of the election administration, the election campaign, the
voting and vote counting processes. The AHC involved 116 long-term domestic
observers and 7 short-term foreign observers. They received training on the
Electoral Code and particularly on the monitoring methodology.
The monitoring
covered the districts of Tiranė, Durrės, Pogradec, Korēė, Fier, Gjirokastėr,
Elbasan, Vlorė, Shkodėr, and Kukės, as well as some special institutions, such
as (one) detention facility, (seven) district police stations, and the
penitentiary institutions.
AHC presented the
preliminary findings of the election process monitoring on July 4, 2005.
