PRELIMINARY REPORT ON THE PROGRESS OF THE GENERAL ELECTIONS PROCESS OF JULY 3, 2005 IN ALBANIA

 

   

8 JULY: TO FURTHER CONSOLIDATE

THE IMAGE OF THE ALBANIAN DEMOCRACY

 

On the 8th of July 2001 the second round of elections will take place. This second round is of a decisive importance taking into consideration that at its conclusion the general result of the elections will be released.

 

Taking into account the special significance of this second round, AHC first of all appealed to the voters to actively take part in the elections in order to fulfill their right and responsibility as citizens. The full participation in the elections is considered as the necessary condition and of primary need for the final results of the elections which started on the 24th  of June.

 

Second, AHC appeals to all the electoral subjects in order to display self-control and maturity in their efforts to achieve the expected results as it was done so in the first round. Incidents which could infringe the general peaceful atmosphere of the campaign and that of the election’s day should be avoided.

 

In addition, AHC appeals to the electoral structures to fulfill the law strictly and correctly, in order to ensure a normal development of the expression of the free will of the voters as well as to treat objectively the eventual problems which may crop up during this phase. A special responsibility belongs to the Central Electoral Commission which is expected to carry out its duties with impartiality and professionalism as it did during the first round. The  members of the zonal commissions and those of the voting centers should feel the great responsibility assigned by the law and should not become prey of the political influences.

 

The police forces have also a heavy responsibility, which according to all probabilities will face similar problems as those faced during the first round.

 

AHC expresses its conviction that with the efforts of all the factors of the second round the image of the Albanian democracy will be preserved and strengthened. Efforts should be made by all in order to have a positive overall evaluation of the elections by the international community so that another great achievement of Albania can be reached in the road of the progress towards the most advanced standards of the democratic countries.
