PRELIMINARY REPORT ON THE PROGRESS OF THE GENERAL ELECTIONS PROCESS OF JULY 3, 2005 IN ALBANIA

 

 

 

Elections, police and their monitoring

 

With the aim of improving the role of the police during the electoral process and the election  day , and contributing to holding stable, free and democratic elections, on September 23-25 2003 the General State Police Directory, in cooperation with Albanian Helsinki Committee, arranged a training workshop with senior representatives of the Ministry of Public Order, as well as chiefs of the police stations throughout the country.

 

The objective of this workshop was acquaintance on the part of the Police with the legal acts and by-laws adjusting the role of the police in the electoral process, the management of the rallies, the role of the police in the election day, etc. Such training topics were lectured by the experts of the State Police. Albanian Helsinki Committee offered training about a better acquaintance and understanding of the Electoral Code and law the enforcement role on the part of the police in the process and guaranteeing the right to vote.

 

Representatives from the Ministry of  Public Order, Central Electoral Commission, Albanian Helsinki Committee, State Police Directory, Parliamentary Commission for Order and State Intelligence Service,as well as  representatives from the foreign police forces discussed about the role and special significance of the State Police as a non-politiocal structure, in achieving a free, fair and democratic electoral process.

 

This activity was arranged in the context of the project "Legal Education of the Voters and  Observation  of the Local Government Elections 2003"  funded by the Commission for Democracy of the American Embassy in Tirana.
