AHC mission

The AHC’s main mission is the observation of respect for the freedoms and rights of citizens and the reaction to violations for the purpose of their reinstatement; sensitising citizens about the protection of their freedoms and rights; improving legislation and the practice of law enforcement through opponence and recommendations in the phases of the drafting of laws as well as of their enforcement. 

 

The Albanian Helsinki Committee offers free legal aid for Albanian emigrants and returned persons

 

If the rights of Albanian emigrants are violated by Albanian state authorities or of the countries they live in, the Albanian Helsinki Committee (AHC) offers free legal aid.  Beneficiaries of free legal aid are all Albanian emigrants and returned persons claiming that their rights were not respected during the readmission process. Yet Another Killing by Greek Police
 

According to information from the media, Albanian citizen Ilmi Gjata from Dibėr died because of fire weapons shooting by a Greek patrol on the national road Folorina – Salonica. According to different reports from Greek and Albanian media, the Greek police officer accused of killing the Albanian citizen has been detained. The Albanian Helsinki Committee has previously condemned such acts that have claimed people’s lives and has reacted publicly regarding the maltreatment of Albanian emigrantsby Greek police.

The Albanian Helsinki Committee (AHC) is an organization with a long experience in monitoring respect for human rights, noting violations and referring them to responsible state institutions, offering relevant recommendations for better respect of human rights and standards for a state governed by the rule of law. AHC’s mission includes respect for the rights of Albanian emigrants wherever they are. In this context, AHC began the implementation of the one-year project “European standards and respect for emigrants’ rights.”

 

Report on monitoring missions carried out at border crossing points

In the context of the project “On respect for the rights of emigrants and returned persons”, the Albanian Helsinki Committee organized during December 20-23 a monitoring tour at the three main border crossing points with Greece, namely at the Border Crossing at Kapshticė (Korēė), Tre Urat (Pėrmet), and Kakavijė (Gjirokastėr). The goal of the mission was to assess the situation at these border crossing points because a large influx of refugees returning to Albania for the holidays were expected. At the Kapshticė Border Crossing, we met with the commander of the Border Crossing. During one week, Greek police had sent back 300 persons in the course of one week for illegal crossing of the border.

In the context of the project, “On respecting the rights of emigrants and returned persons,” during 28- 30 September 2006, AHC organized a series of monitoring missions at the three main border crossing points with Greece, namely at the Border Crossing of Kapshticė (Korēė), Tre Urat (Pėrmet), and Kakavijė (Gjirokastėr). After observing the facilities where persons returned by Greek police were received and interviewed, AHC representatives conducted several meetings with senior Border Crossing Points officials.

In order to be of assistance to Albanian emigrants and foreign citizens crossing into the border, AHC prepared a leaflet. It includes information about Albanian citizens’ right to movement at the border, the role of diplomatic or consular services outside Albania, the rights of Albanian and foreign citizens in dealing with border and emigration police, and procedures to be followed when an Albanian or foreign citizen is a victim of violence or violations of other rights by local or foreign border police forces.  The leaflet was prepared in Albanian, English, Greek, and Italian and was distributed to all land and port border crossing points as well as the Rinas International Airport. The leaflet was prepared by the Albanian Helsinki Committee in cooperation with the Directory of Border and Emigration, with financial support from the Norwegian Helsinki Committee.

Albanian emigrants in Greece and cases of their maltreatment
 

Albanian history of after the '90s is closely linked with emigration, mainly the economic one. For many Albanian emigrants, Greece was the dreamland. Emigration to Greece was also favored by geographic conditions, which make it difficult to place borders under control. This wound of the Albanian society has not so rarely been associated with negative phenomena realted to the lack of appropriate treatment for Albanian emigrants. The most typical cases of the violation of emigrants' rights are: use of physical and psychological violence and, in more severe cases, the use of fire weapons, in contravention of international standards regarding their use.
