PRELIMINARY REPORT ON THE PROGRESS OF THE GENERAL ELECTIONS PROCESS OF JULY 3, 2005 IN ALBANIA

 

   
Project  “Monitoring and Reporting EURO-Albania Relationship Progress” 
Implementation period:

January – December 2007

Funded by: Open Society Foundation for Albania -Soros

 

The aim of this project is to increase public transparency as regards the European Integration process of Albania, to raise awareness and the accountability of the state bodies for their role in this process through independent, objective and professional monitoring of the measures taken and the progress achieved by Albania towards the achievement of the European Partnership Program. In the context of the project, Soros foundation in cooperation with AHC, Institute of International Studies and the European Center [1], through identification of the legal gaps and the main problems aim at offering constructive opposition in the domains where monitoring will be extended with the aim of contributing to speeding up the accession of Albania in the European family.

 

Main objectives of the project: 

1.      Monitoring the implementation of the legal and institutional reform achieved from the state bodies in the context of the implementation of the Association-Stabilization agreement  (ASA) signed by Albania and European Union.

 

2.      Contributing to the encouragement of the government and other stakeholders for a speedy implementation and in compliance with the standards of a rule of law, legal and institutional reforming.

 

3.      Contributing to the increase of accountability and transparency of the respective state bodies in meeting the obligation and taking the relevant measures stemming from ASA;
 

4.      Contributing to the enhancement of the role of civil society in the European integration process, in monitoring and offering constructive opposition in support of the state bodies.

 

 

The monitoring areas:

 

In the context of the project, AHC will contribute to the monitoring of the fulfilment of the objectives in the areas of:

 

  1. elections and other parliamentary issues,

  2. protection and observance of minority rights,

  3. judicial  system,

  4. pre-trial detention and prison system,

  5. bailiff’s system.

 

Through monitoring and offering expertise, AHC will follow steps by step the measures taken by the government, will periodically make public the data and the monitoring results in two monitoring reports; a report will be published in May and the final report in October of this year, and will offer recommendations about the progress of the implementation of ASA.

 

Project Outputs

Some of the expected outputs of the project are as follows:

-         External, objective, impartial and professional evaluation of the implementation of the liabilities deriving from ASA;

-         Offering recommendations and concrete suggestions to the state bodies in fulfilling the recommendations deriving from ASA;

-         Alternative thought of the civil society related to meeting commitments of the Albanian government in the context of the integration process;

-         The public and the other stakeholders of the civil society will have better access to information about achievements and limitations in the integration process

-         The civil society will be better aware as regards the European integration process and the liabilities of Albania and its role in this process;

-         The transparency of the integration process will get increased by making it more controllable and tangible from the public opinion.

Project Budget is 20000 Dollars.
