Report on free legal aid offered by AHC In the framework of legal clinic. January-September 2008

Albanian Helsinki Committee (AHC), the first ever human rights organization for the protection of human rights and freedoms, since 2007 is implementing the “Free Legal Aid Clinic”, financed by Swedish Helsinki Committee. The main objective of the project is the better protection of vulnerable human rights groups of Albanian society, when their rights are violated by representatives of state institutions.

 

 Free legal aid is a right that needs to be realized in practice

On April 1, 2008, the Albanian Helsinki Committee (AHC) organized a round table discussion regarding the role of the civil society in offering free legal aid to citizens whose rights are violated by representatives of state authorities. The purpose of the discussion was to present achievements and difficulties encountered in offering free legal aid, from AHC’s standpoint, as well as to exchange views between representatives of organizations that offer legal services and representatives of different institutions.

 

 

The Albanian Helsinki Committee Opens Free Legal Clinic

The Albanian Helsinki Committee is an organization for the protection of human rights. It was founded on December 19, 1990, as the “Forum for the protection of fundamental human freedoms and rights.” On March 22, 1992, the organization became a member of the International Helsinki Federation, assuming the name it bears today.

 

Part of AHC’s mission is to protect human rights and reinstate them when violated. This is achieved through public reactions, letters addressed to state authorities, on-site verifications, legal counseling, etc.

 

According to observations by human rights organizations, including the AHC, free legal aid in Albania leaves much to be desired, both in terms of quality and in terms of the scope of services it covers. Due to that reason as well as requests by citizens, AHC took a new initiative to open a Legal Clinic to offer free legal services in the penal area, primarily for individuals in need and who cannot afford expenses for a lawyer. This was made possible thanks to assistance by the Swedish Helsinki Committee.

 

The primary objective of this service is to strengthen the rule of law through better protection for vulnerable groups, whose rights are violated by representatives of state institutions.

AHC Trains the Staff of the Free Advocacy Service

 

In order to increase the quality of AHC’s services to the public in general and to victims of human rights violations in particular by state administration representatives, victims of abuse of power in particular, AHC organized the training of its lawyers, some observers, and students of the Law School that are AHC activists.

 

The training course offered practical information and skills regarding the specifics of free legal service in the courts, difficulties in offering such service, ways to manage para-legal and legal assistance. The practical experience of organizing free legal services was offered by experts of the Tirana Legal Aid Service (TLAS).
