INCREASED ABANDONING OF SCHOOLS FROM VLORE STUDENTS

The Albanian Helsinki Committee (AHC) correspondent in Vlore met with the
education department and also with the towns school directories. The phenomenon
of school abandoning from the students is becoming more and more concerning
according to the received information.
For the school year 2001-2002 the situation is
as follows: There have left in total 91 students from the first to the eight
class. The abandoning students that were more than 16 years old were 12. It
comes out that 30 percent of them deal with street selling job, the other part
deal with works at the families and in special cases the adults use them. The
labour office reported there are cases when certain persons exploit them. This
concerning problem has not attracted the proper attention from the school
directories or from the local government authorities. It is enough to say that
the Town hall Council has never dealt with this phenomenon that has come out in
the recent years. As a result of the school abandoning the illiteracy phenomenon
is gaining space and there are no few children affected by it. Illiterate
numbers are increasing.
The AHC has raised more than once the
phenomenon of illiteracy in the country and it has asked the proper authorities
to undertake the appropriate steps against this very concerning phenomenon that
is coming out in different parts of the country. In such a case we have to do
with a flagrant violation of the law on the obligatory education. The
application of this constitutional law (Article 57 of the Constitution) is a
duty, first of all, of the parents but it should also attract the attention of
the education institutions.
The AHC considers this phenomenon as grave violation of the childrens rights.
The problem, which has reached concerning levels, should be considered not only
at the local level but also from the central authorities. It is not useless to
say that without undertaking the proper steps at the proper time this situation
could bring grave consequences for the education in general, that is, for the
countrys future.
