In the framework of the cooperation with The World Federalist Movement-Institute for Global Policy and NGO Coalition for an International Criminal Court, on 1 February the Albanian Helsinki Committee has started the project “Raising awareness on the implementation of International Criminal Court Statute in Albanian”. The Republic of Albania has signed the Treaty of Rome, and ratified it on 25 December 2002. Because of the complexity and at the same time the novelty of the ICC Statute, the adherence of the Republic of Albania in this treaty, will be accompanied by political, legal and financial accomplishments.

 

In order to give a contribution in strengthening of the national legislation, AHC has taken the initiative to prepare a publication for better understanding of the ICC and the implementation of its Statute in the domestic legislation. 

 

The objectives intended to reach through this project are:

  • To raise public awareness for better understanding of the ICC and the implementation of its Statute in the Albanian justice system.

  • To encourage Albanian civil society to be better informed about ICC and responsible governmental bodies to take the necessary steps and measures for the full implementation of Rome Statute in the Albanian context.

 

From the implementation of this project will benefit:

  • All individuals under the jurisdiction of the Republic of Albania, as ICC will have jurisdiction over them.

  • The officers of Albanian justice system, particularly judges, prosecutors and attorneys who should be familiar with the ICC.

  • Students of the Faculty of Law and practitioners who see their future careers in the field of international criminal law.

  • Albanian Civil Society and especially organizations of Human Rights.

  • The representatives of relevant governmental bodies, who have their legal duty to make legal improvement.

 

This project will be the first step for the identification of the stakeholders and a critical contribution for the eventual harmonization and improvement of the domestic legislation in the future.

 

Outcomes of the project will be the following:

  

  • Better information on the achievement, gaps and further steps required for the full implementation of ICC statute in domestic legislation.

  • Increasing sensitizing of professionals and public.

  • Improvement of the legal environment regarding ICC and international criminal law.

  • Strengthening the role of the Albanian civil society in the process of the full implementation of ICC in the Albanian system and cooperation with CICC

 

In the framework of this project, the Albanian Helsinki Committee will organize different activities such as a round table with experts, meetings with representatives of the NGO-s and will be involved in preparing of the publication. The World Federalist Movement-Institute for Global Policy and Coalition for International Criminal Court finances this project, which will be implemented between February-June 2004.
