Report on

The improvement of the Training Center for the Prison administration in Albania

 

On 7 April 2006, AHC organized a working session with the Training Center of the Prison Administration at Vaqarr prison premises. This initiative was taken in the framework of the support that AHC is providing to the raising the capacities of the prison administration. The expert involved in this session was Mr. Jan van den Brand, General Prison Governor in the Netherlands. Ms. Edlira Papavangjeli, Programs’ Coordinator, represented AHC. The participants in this working session were all the staff of the Training Center of the Prison Administration.

 

The goal with this activity was to stimulate the discussion for further development of the existing status, structure and curricula of this Center through stock taking and making reference to the models offered by other countries in this area. The representatives of the Training Center presented a detailed overview of the historical background of the Center, its status from1997 till the present situation, its structure and last but not least the training courses offered to both uniform and civil staff in the prisons as well as the respective curricula offered at present to the prison administration in general. The speakers presented the needs and challenges of this Center with regard both to its status, structure and curricula.

 

Mr. van den Brand offered a comprehensive overview on the status and tasks of the Training Center in the Netherlands, its developments and the present situation with the curricula of the basic training modules for the prison officers and other additional professional training of the middle and high management courses of both the uniform and civil prison staff. The expert offered its recommendations and suggestions to improve the status with the Albanian Training Center of Prison Administration. The participants were provided with the model of the basic training, which can help the high management of this training center with their efforts to further improvement of the Center. In addition to the discussions the expert also emphasized that in relation to good training courses, the total procedure of recruitment for at least the uniform staff should be in the hands of the National Training Center. He also showed what are the most relevant activities in the procedure of the recruitment and he recommended that the Albanian headquarters should consider to give the recruitment task to this Center. A follow-up of this mission to develop in a more concrete way a comprehensive curricula for this training center is an intentional plan in the months to come. Expert recommends that the Training Center should start work with a strategic Plan of at least three years where steps of the development of this Center will be set forth to project where all this process goes in
three years time.
