ROUND TABLE DISCUSSION

 

Organized by the Albanian Helsinki Committee

January 20, 2006

 

In the context of increasing awareness about and knowledge of human rights and the implementation of laws by prison administrations, with the support of the General Directory of Prisons, the Albanian Helsinki Committee organized on January 20, 2006, a round table discsussion on improving the request-complaint mechanism and disciplinary measures, as well as on defining the concrete strategy for implementing Rules of Conduct for employees in the detention and prison systems. Participating in the round table discussion were directors of penitentiary institutions in the country, the General Director of Prisons, and AHC experts.

 

The methodology used at this round table discussion sought to address the rapproachement of domestic legislation to the international one in the area of handling requests-complaints of convicts and their enforcement in practice.

 

The discussions concluded that Albanian legislation is complete as it provides for the functioning, procedures, and main mechanisms in addressing complaints and requests of convicts, legal deadlines for addressing them, and the resolution of cases of delays in meeting these deadlines. In this respect, participants discussed at length about the role of the Supervisory Commission on the Execution of Imprisonment Sentences in receiving and addressing convicts' complaints, with a view to making this mechanism as efficacious as possible.

 

Furthermore, by means of theoretical and practical examples referring to Albanian and international legislation, discussions also focused on the Rules of Conduct to be followed by prison system employees. The goal was to ensure their efficacious enforcement in the daily work of this system's employees, in order to guarantee the personal integrity of every individual and to make use of these rules to resolve undesirable situations and conduct in prisons.

 

At the end of this round table discussion, participants developed concrete recommendations and suggestions on how to improve and professionally and humanely lead rehabilitation institutions.
