The goal of
AHC’ publication is to inform all the legislative and
executive institutions, the decisions maker bodies, the
public and the civil society for the all changes that
legislation could have about the rights to free legal
aid.
In this
study are included some issues, a research on the
legislation for the free legal aid, a study of the
practice of its implementation (the findings from the
survey that AHC has done in some of the institutions of
the criminal justice system in Tirana), in which are
treated problems of the quality of legal services, the
observance of respecting the lawyer’s professional
ethics, respecting the constitutional rights about free
legal services and the recommendation about the
improvement of the HR situation.
This
publication is a modest contribution in the field of
legal researches and improvement of the legislation and
its application. It serves not only the theoretical and
practical researchers but also people legally vested
with the power of drafting and upgrading the
legislation.
